"Anti Noise Law" in Hyderabad soon
If the UPA government has its way, then an Anti Noise Law would be enforced in all metros including Hyderabad.
So, from 10 pm to 6 am, if the noise of a construction activity near your residential area, from your neighbour’s music system, from a fire-cracker, from the honking of horn or from a loudspeaker at a public place disturbs your sleep by virtue of being beyond the permissible limits you can register a complaint against the violator. For that matter, even the cops could come calling and initiate a suo motu action. And it could lead to a seven-year imprisonment or a Rs 1-lakh fine.
For, the Ministry of Environment and Forests (MoEF) has now amended the nine-year-old Noise Pollution (Regulation and Control) Rules, 2000 and brought new sources of noise under the ambit of law. The Noise Pollution (Regulation and Control) (Amendment) Rules, 2010 has now been put in place with restrictions imposed on the use of horns, sound emitting construction equipment and bursting of sound-emitting fire ccrackers during ‘night time’.
“The amendments are part of the Government’s efforts to make the cities less noisy and nights peaceful for people, particularly, in the residential and sensitive areas like hospitals and schools where noise can have adverse impact on their health. These are also in keeping with the Supreme Court directives issued from time to time,” Environment Minister Jairam Ramesh told mediapersons.
Importantly, State Governments will have to notify in advance the 15 days on which two hours of exemption (from 10 pm-12 midnight) on use of loudspeakers would be given. Ramesh said the 15-day system is already in place, the only difference though is that the State Governments will now have to notify those 15 days in advance. There cannot be any deviation from the notified days, he pointed out.
